What is BUBU

Buy Uganda Build Uganda (BUBU) is an initiative of the Government of Uganda through the Ministry of Trade, Industry and Co-operatives to promote the consumption/usage of locally originating products (goods and services). The policy was approved by Cabinet in 2014. It has three objectives namely:

  1. To promote consumption of local goods and services. The current consumption/usage of local products like coffee, cotton, tea, cocoa, vanilla, leather and leather products, dairy products is below 10%. The major reason to this miserable consumption percentage is the negative perception that Ugandans have towards our local products. To address this, the Government will undertake media campaigns that with specific messages towards a given target group. Positive media involvement is key to the realization of this objective.
  2. To promote the use and conformity to standards to guarantee quality goods and services. The current proportion of products that conform to standards is… Many of our local products are not well labelled and packaged, and therefore not attractive to consumers. this has led to the consumption/usage of imported products. it has alsobeen observed that some of our service suppliers are not sufficiently competent to meet all contractors’ requirements. This has resulted into preference of foreign workers to the locals hence depriving locals of opportunities to be employed and earn income.
  3. To provide capacity building programs to local suppliers of goods and services. 90% of Uganda’s private sector is Micro, Small and Medium Enterprises (MSMEs). These are characterized by informality, low technology, low production, low skill level, poor, packaging, inability to access finance, non-registration lack of access to Government procurement information among others.

Benefits of BUBU

Within the first five years of implementing BUBU, the following will be achieved-

  1. 20% of Government procurement by value should be of local products and services.
  2. 50% of shelf space in supermarkets should be populated by local products.
  3. All Ministries, Departments and Agencies strictly abide by Public Procurement Disposal of Public Assets (PPDA) Amendment Act during procurement processes.
  4. 50% of local products conform to national standards.
  5. 50% local resources and raw materials utilized in production.
  6. Increased production due to increased domestic market
  7. Increased Gross Domestic Product
  8. Increased employment due to increased production
  9. Substantial reduction in trade deficit
  10. Increased exportation of value added products, among other benefits

Government initiatives to ensure effective implementation of BUBU

Government has developed provision in the PPDA amendments relating to local content. These include:

  • Preference Schemes -Section 50 (1) of the PPDA Act
  • Reservation Schemes- Section 50 (2) of the PPDA Act

About The Event

The BUBU Expo Project

The BUBU Expo is a proposed annual three (3) day event under a Private Public Partnership between The Ministry of Trade and Cooperatives (MTIC) and Investment Review Publications (IRP), aimed at promoting BUBU by:

  1. Providing a platform to market all goods and services made in Uganda.
  2. Encouraging and building patriotism in the general public.
  3. Enhancing networking and coordination around the BUBU policy

The Inaugural BUBU Expo is going to be a three (3) day event, which will take place at Kololo Airstrip from Thursday 7 th to Saturday 9 th March 2019. However, there will be a BUBU Official Launch of the BUBU Logo, Online Marketing Platform (Soko Uganda) & the theme song on Thursday 7th February 2019 at The Government Media Center to kick‐start ac ivities to promote the event, sensitize and educate the public about the policy and how the event will benefit participants, the general public and the country.

There are two functioning textile industries (Southern Range Nyanza and Fine Spinners ). The production of cotton is 100,000 bales per year of which only 10% is consumed locally.

Uganda and Ethiopia are the leading coffee producers of coffee in Africa. Uganda only consumes only 3% of its coffee as opposed to 50% by Ethiopia.

There are 8 tanneries which produce 2476 tonnes of wet blue leather per month. There is need for a domestic market to induce the tanneries to invest in the making of leather products like bags, belts, shoes, jackets etc.
